A man in a black coat and patterned tie walks the corridors of a shabby state office building, past a door labelled 'contracts department', and pleads his case one after another to a blonde typist and to several officials sitting behind paper-piled desks, ending up alone in an office wailing over the papers in his hands. He then walks through deep snow to a church, stands at the altar with his arms thrown up in prayer while light pours through the window, and is last seen quiet among the candles and flowers.
